Mexico initiated the fourth sunset review of anti-dumping investigation on cold rolled steel sheets from Russia and Kazakhstan

On June 20, 2019, the Ministry of Economy of Mexico issued a notice in the official communique that, in response to the application of Mexican enterprises Ternium Mxico, S.A.deC.V. and Altos Hornosde Mxico, S.A.B.deC.V., it was decided to initiate the fourth sunset review of cold rolled steel plates originating in Russia and Kazakhstan (Spanish: lmina Roladaenfro). Case investigation. The TIGIE tax numbers of the products involved are 7209.16.01 and 7209.17.01. The resolution shall come into force the day after its promulgation. The dumping investigation period of this case is from April 1, 2018 to March 31, 2019, and the damage investigation period is from April 1, 2014 to March 31, 2019. During the investigation period, 15% and 22% anti-dumping duties were levied on products from Russia and Kazakhstan respectively.
Stakeholders shall register and submit questionnaires, relevant arguments and evidence within 28 working days from the date of issuance of this resolution. The deadline is 14:00 on the due date.

On March 20, 1998, Mexico initiated an anti-dumping investigation on cold-rolled steel plates originating in Russia, Kazakhstan and Bulgaria. On June 29, 1999, Mexico issued an announcement that final anti-dumping sanctions were imposed on cold-rolled steel plates originating in Russia, Kazakhstan and Bulgaria: 1. 83% anti-dumping duties were imposed on products involved from Russian enterprises A.O. Severstal and 88% anti-dumping duties were imposed on products involved from other Russian enterprises; 2. Anti-dumping duties of 34% and 33% are levied on the products involved from Kazakhstan with tax numbers of 7209.16.01 and 7209.17.01 respectively. 3. Anti-dumping duties of 44% and 45% are levied on the products involved from Bulgaria with tax numbers of 7209.16.01 and 7209.17.01 respectively. On June 25, 2004, Mexico initiated the first sunset review investigation on cold rolled steel plates originating in Russia, Kazakhstan and Bulgaria. On December 12, 2005, Mexico issued a circular announcing the first sunset review final ruling on cold rolled steel plates originating in Russia, Kazakhstan and Bulgaria, which extended the tax period of anti-dumping duties for five years. On July 2, 2009, Mexico launched a second sunset review investigation on cold rolled steel plates originating in Russia, Kazakhstan and Bulgaria. On December 28, 2010, Mexico issued a public announcement to make a final judgment on the second sunset review of cold rolled steel plates originating in Russia, Kazakhstan and Bulgaria: to adjust the anti-dumping duties of the products involved in Russia and Kazakhstan to 15% and 22% respectively; and to terminate the imposition of anti-dumping duties on the products involved in Bulgaria. On June 25, 2014, Mexico launched the third sunset review investigation of anti-dumping products originating in Russia and Kazakhstan. On July 1, 2015, Mexico issued a bulletin on the third sunset review final ruling on cold rolled steel plates originating in Russia and Kazakhstan, and decided to extend the tax period of anti-dumping duties for five years.
