U.S. countervailing preliminary cutting of 12-16.5 inch steel wheels in China

The U.S. Department of Commerce announced a preliminary anti-subsidy ruling on imports of 12-16.5 inch steel wheels (12-16.5 Inchesion Diameter) from China. The preliminary ruling was that the subsidy rate of Zhejiang Jingu Company Limited, a compulsory responding enterprise, was 58.30%, and Xingmin Intelligent Transportation Systems (Group) was 58.30%. The rate is 293.27%, and the subsidy rate of other Chinese producers and exporters is 58.30%. The U.S. Department of Commerce is expected to finalize the case on July 1, 2019. This case concerns products under the United States Harmonized Tariff No. 8716.90.5035 and some products under 8716.90.5059.

In the anti-subsidy investigation, the U.S. Department of Commerce ruled that all Chinese enterprises involved in the case had an emergency situation of exporting a large number of products involved in order to avoid the affirmative preliminary anti-subsidy ruling.

On August 29, 2018, the U.S. Department of Commerce announced the launch of an anti-subsidy and anti-dumping investigation into 12-16.5 inch steel wheels imported from China. On September 21, 2018, the U.S. International Trade Commission (USITC) voted to impose a preliminary anti-dumping and countervailing industrial damage judgment on 12-16.5 inch steel wheels imported from China. According to U.S. statistics, the total import volume of the products involved in China by the U.S. in 2017 is about 73.8 million U.S. dollars.
