In June 2012, China and Malaysia signed the Agreement on Cooperation in the Industrial Park of Guandan, China and Malaysia. Since then, the Ma Zhongguandan Industrial Park co-constructed by the two governments, together with the Zhongma Qinzhou Industrial Park, has become the first sister zone in the world to build industrial parks with each other. In 2014, Unified Iron and Steel (Dama) Group Co., Ltd. was the first comprehensive iron and steel plant to enter the park, which is the first modernized whole process in mainland China to invest overseas. The joint iron and steel project in Malaysia is an innovative exploration of China and Malaysia in carrying out capacity cooperation in the "one belt and one way", and has a significant demonstration effect in promoting bilateral economic and trade between China and Malaysia. The first phase of the project is designed to produce 3 million 500 thousand tons of high-end rod and wire and H steel. The market has been radiated in Southeast Asia and surrounding areas. After completion, it has become the most competitive steel plant in the "one belt and one road" and has driven tens of thousands of people to work.

It is reported that Shanghai Baoye has undertaken 3.5 million tons of iron and steel projects such as ironmaking, steel-making and continuous casting, adding 2# high-speed line 3# bar and other projects. After the project was put into production, the daily output of 11,000 tons of molten steel has been achieved and the construction task has been successfully completed, which has been unanimously recognized by the owners and management companies.
