Mexico launches fourth anti-dumping sunset review of cold rolled steel plates in Russia and Kazakhstan

On June 20, 2019, the Mexican Ministry of Economic Affairs issued an announcement in the official gazette, in response to the applications of the Mexican companies Ternium México, SAdeC.V. and Altos Hornosde México, SABdeC.V., decided to cold-rolled steel plates originating in Russia and Kazakhstan. (Spanish: láminaRoladaenfrío) initiated the fourth anti-dumping sunset review investigation. The TIGIE tax numbers for the products involved are 7209.16.01 and 7209.17.01. The resolution takes effect from the day following the release. The dumping investigation period of this case is from April 1, 2018 to March 31, 2019, and the damage investigation period is from April 1, 2014 to March 31, 2019. During the investigation, the 15% and 22% anti-dumping duties imposed on products from Russia and Kazakhstan were still valid.
Stakeholders shall register for the response and submit the questionnaire, relevant arguments and evidence within 28 working days from the date of issuance of this resolution. The deadline is 14:00 on the due date.

On March 20, 1998, Mexico initiated an anti-dumping investigation on cold rolled steel sheets originating in Russia, Kazakhstan and Bulgaria. On June 29, 1999, Mexico issued an announcement to make an anti-dumping final ruling on cold-rolled steel sheets originating in Russia, Kazakhstan and Bulgaria: 1. 83% anti-dumping duties on products from Russian company AOSeverstal, from The products involved in other Russian companies are subject to an anti-dumping duty of 88%; 2. the anti-dumping duties of 34% and 33% on the products of Kazakhstan with tax numbers 7209.16.01 and 7209.17.01; 3. For Bulgarian The products involved in the tax number 7209.16.01 and 7209.17.01 are subject to an anti-dumping duty of 44% and 45% respectively. On June 25, 2004, Mexico initiated the first anti-dumping sunset review of cold-rolled steel plates originating in Russia, Kazakhstan and Bulgaria. On December 12, 2005, Mexico issued a notice to finalize the first anti-dumping sunset review of cold-rolled steel plates originating in Russia, Kazakhstan, and Bulgaria, and ruled that the anti-dumping tax will be extended for five years. On July 2, 2009, Mexico initiated a second anti-dumping sunset review of cold-rolled steel plates originating in Russia, Kazakhstan and Bulgaria. On December 28, 2010, Mexico issued a notice to make a second anti-dumping sunset review of cold-rolled steel plates originating in Russia, Kazakhstan and Bulgaria: the anti-dumping duties of products in Russia and Kazakhstan were adjusted to 15% respectively. And 22%; termination of anti-dumping duties on products involved in Bulgaria. On June 25, 2014, Mexico initiated a third anti-dumping sunset review investigation of products originating in Russia and Kazakhstan. On July 1, 2015, Mexico issued a notice to finalize the third anti-dumping sunset review of cold rolled steel plates originating in Russia and Kazakhstan, and decided to extend the anti-dumping tax period by five years.
