India investigates claim of dumped coated steel products from China, Korea and Vietnam

Acting on a complaint by domestic manufacturer JSW Steel Coated Products, India’s Directorate General of Trade Remedies (DGTR) is investigating allegations of the dumping of aluminum and zinc-coated flat products in the country by manufacturers in China, Vietnam and South Korea. The corrosion-resistant goods are used in industrial sectors including solar projects, roofing and white goods and appliances.

The DGTR will be investigating imports of aluminum and zinc-coated steel between October 2017 and September 2018.

In a notification, the investigating agency said it had found “sufficient evidence” of dumping from the countries under investigation.

“The authority hereby initiates an investigation into the alleged dumping and consequent injury to the domestic industry … to determine the existence, degree and effect of alleged dumping and to recommend the amount of anti-dumping duty which, if levied, would be adequate to remove the injury to the domestic industry [and] will look into charges leveled by JSW Steel Coated Products,” the notification stated. “JSW is seeking both an anti-dumping probe and the imposition of a duty on flat-rolled steel products plated with aluminum or zinc.”

The directorate has to conclude whether dumped products are affecting domestic industry. If it establishes dumping has caused material injury to domestic players, the DGTR is likely to recommend the imposition of anti-dumping duty on such imports, as permitted under World Trade Organization rules.

JSW Steel Coated Products accounts for more than 60% of India’s production of flat-rolled steel that is plated or coated with alloys of aluminum and zinc. Tata BlueScope Steel, Tata Steel BSL Limited and Asian Colour Coated Ispat Limited are the other major producers. Of those, Asian Colour has not been in production since 2017.
